Federal Small & Medium Manufacturing Industry Promotion Authority

1. Duties and Responsibilities of Policy, Planning and Project Designing and Monitoring Directorate

The directorate is accountable for the authority’s directorate general and has the following duties. 

1. Prepare plan and design projects that would serve as implementation strategies for small and medium manufacturing industry development.

2. Conduct research to identify and to solve problems faced by small and medium manufacturing industry development and distribute to beneficiaries and follow up their implementation.

3. Prepare training manual on planning and project designing and follow up their implementation

4. Coordinating, organizing and communicating to the concerning parties regarding the annual strategic plan of small and medium manufacturing industry development.

5. Prepare annual and inter-fiscal budget, organizing, and communicating to the concerning parties. 

6. Design plan performance, monitoring and evaluation system; prepare monthly, quarterly and annual plan performance report; evaluate and compile feedbacks to be communicate to concerned bodies.

7. Prepare fund raising projects to assist small and medium manufacturing industry development.

8. Prepare the plan for the work process, report and monitor its performance.

 

2. Duties and responsibilities of human resource development and institutional transformation management directorate

The directorate is accountable to the authority’s directorate and has the following duties and responsibilities 

 

1. Enforce decisions related with promotion, hiring, transfer and disciplinary measures.
2. Shall reply inquires related to W.H.R administration forwarded to the agency.
3. Shall deliver training and awareness creation to raise employees’ discipline efficiency.
4. Facilitates opportunities of training and education for employees to develop their knowledge and profession prepare and implements the agency’s H.R plan and program.
5. Ensures quality organization of human resource data using modern tools.
6. Collect and organize H.R information of small and medium manufacturing industry development.
7. Shall identify and meet the annual manpower demand of the work process and
Shall inform the concerned authorities the agency’s employees’ pension, tax, education, assignment change.
8. Shall conduct H.R improvement study and monitor its implementation
9. Facilitate short and long term local and abroad training’s that assist filling identified gaps and increase the performance of the agency’s H.R; organize training’s and monitor their delivery.
10. Shall manage and administer the agency’s vehicle dispatch and maintenance.
11. Shall manage the general service
12. Shall manage the security, cleanness and beauty of the agency’s premises
13. Shall facilitates condition for employee to use the clinic facility
recognizes the importance of coork safety and health and manage the same
14. Shall pass a decision or recommendation of professionals on safety and health
15. Ensures the supply and usage of safety materials
16. Evaluates whether result oriented performance evaluation tools are in line with principle and manual of the civil service improvement and suggest corrections.
17. Shall identify procedures that hinders smooth operations in various departments and design ways to eliminate such weaknesses.
18. Ensures proper recording and filing tasks
19. Ensure fill out of employees performance evaluation on time.
20. Prepares plan for the directorate and presents performance report

 

3. Duties and responsibilities of purchase, finance and property administration directorate

The directorate shall be accountable to the director general and have the following duties: 

1. Prepare, manage and coordinates the agency’s finance, purchase and property administration activities.
2. Shall assign and administers budget approved by the agency.
3. Enforce the agency’s finance and property management and usage based on the governments directive.
4. Shall collect the fee paid by customers and flows it to the concerned organ.
5. Updates accounts and asset records
6. Ensures inventory is balanced with records
7. Enforce revenue and expense accounts preparation.
8. Prepares cash flow and transmit to the concerned entities.
9. Shall approve purchases based on the authority granted by higher office.
10. Ensures any purchase is from suppliers registered by the agency and that have bank accounts.
11. Evaluate bid document in team and ensures the value of purchase is according to the directive
12. Shall provide clarification for requests procurement approving committee
13. Shall monitor and coordinate purchase conducted by third parties.
14. Ensures supply is up to the satisfaction of users.
15. Shall distribute purchased goods to the required service.
16. Shall dispose out of use it assets.
17. Shall conduct annual inventory counting
18. Shall prepare depreciation of fixed assets and reconcile the same with other accounts.
19. Conduct account audit.
20. Prepares result oriented plan for employees of the work process and conduct evaluation.

 

4. Duties and responsibilities of Communication Affairs Directorate

The directorate is accountable for the director general and has the following duties. 

1. Shall coordinate, manage the agency’s information communication and serves as the agency’s spokesperson.

2. Undertake various public relation activities to enhance the relationship of the agency with the public and realize its vision and mission.

3. Coordinates information exchange system between the agency’s work process or other entities.

4. Shall undertake media monitoring and survey on issues related with the agency; collects and analyze comments of users and professionals and present to higher official.

5. Coordinates the agency’s media communication (local and international) and respond ensures responses are provided by the relevant organs.

6. Organizes awareness raising on small and medium manufacturing industry development policy, strategies, laws and other issues that assist national understanding.

7. Shall facilitate conditions to create and develop ethical P.R professional and deliver training to this effect.

8. Shall produce radio and TV programs that assist the promotion of small and medium manufacturing industry development plan programs and projects.

9. Shall conduct stabilizing activities in consultation with the concerned organs of the agency when there are crisis in small and medium manufacturing industry development.

10. Shall evaluate and study the efficiency of the agency’s PR activities and design ways to improve such tasks.

11. Shall prepare the budget and plan of the work process; presents performance evaluation in due time.

 

5. Duties and Responsibilities of Women, Children and Youth Affairs Directorate

The directorate is accountable to the director general and has the following powers and duties: 

1. Shall design strategies to implement national women, youth, Special Need (People with Disability), HIV/AIDS and environment policy and monitor the implementation of the same.

2. Evaluates whether policies, development programs and projects addresses gender, Special Need (People with Disability), HIV/AIDS and environment issues; provide feedback and monitors implementation of the same.

3. Prepares various manuals, panel discussions and written materials to raise awareness on mainstreaming  gender, Special Need (People with Disability), HIV/AIDS and environment to Small and Medium Manufacturing Industry Development.

4. Monitors researches and new technologies in the sector whether it consider challenges of women, youth, Special Need (People with Disability),  HIV/AIDS and environment.

5. Design projects that have positive impact on the livelihood of women, youth, Special Need (People with Disability), people living HIV/AIDS (PLHA) and environment.

6. Provide necessary assistance to enhance capacity and skill of women, youth, , Special Need (People with Disability and PLHA associations

7. Shall create interference with Governmental and Non-governmental Organizations working on the areas of gender, Special Need (People with Disability), HIV/AIDS and environment.

8. Shall monitor the enforcement’s of the right and benefits of women, youth, Special Need (People with Disability) and PLHA in accordance with the affirmative action as well as policies adopted by the government in order to increase the participation and benefits of the same.
